Development Overview

Working in partnership with Muse Developments and Conwy Council, redevelopment proposals have been prepared for the former site of Conwy Council’s offices in Colwyn Bay, following their recent move to purpose built facilities. Located within the curtilage of the Grade II Listed former Civic Centre, Neuadd Glan-Y-Don, our proposals concentrate on the smaller Hen Glan-Y-Don building, a large Victorian house converted for office use and the surrounding 10,000sqm of land.

The proposals take the form of three planning applications submitted together as part of holistic approach to the site. A Change of Use and Listed Building application centred on Hen Glan-Y-Don, a two storey Victorian former house which had lost some of its original detail over the years through its conversion to office use. By stripping back unwanted later additions, making a few modest alterations to the layout and restoring some of the heritage detail, nine apartments are accommodated within the existing building. 2no. two bedroom apartments and 7no. one bedroom apartments are provided, two of which are wheelchair accessible.

An indicative masterplan was produced for the rest of the site forming the basis of an Outline Planning Application. The masterplan demonstrates the potential to accommodate 19 new dwellings, comprising a mix of two, three and four bedroom homes of which 20% of which would be affordable in line with Conwy Council’s Housing Strategy Plan. The masterplan has been sensitively developed to reflect the setting of the nearby Grade II Listed Neuadd Glan-Y-Don, a number of cherished mature trees and the heritage asset of Hen Glan-Y-Don.

The three planning applications were submitted to the Planning Authority in June 2019 and were all granted resolution for approval at the September 2019 Planning Committee.
